Colonel Billy J. “Steve” Stephenson Jr. Memorial Scholarship

For a 2025 graduate of Regean High School. Applicants must have been admitted to a College/University or Technical/Trade School and have a minimum 3.0 unweighted GPA. Preference will be given to candidates who: have participated and excelled in the AFJROTC program, have demonstrated exceptional leadership skills, have a strong commitment to community service, have a financial need, plan to participate in a ROTC program in college, and/or plan to enlist in the U.S. Air Force or another branch of the U.S. military.

The Colonel Billy J. "Steve" Stephenson Memorial Scholarship was established by the family of Mrs. Kristen Crews, a Social Studies teacher at Reagan High School. The scholarship aims to honor the memory of her uncle, Colonel Steve Stephenson, by offering financial support to a student who exemplifies his dedication to service, leadership, and community. Colonel Billy J. “Steve” Stephenson Jr. exemplified dedication in his Air Force career, achieving the rank of Colonel and receiving multiple honors, including the Top Action Officer Award while he served at the Pentagon on the Joint Chiefs of Staff. He played a key role in directing the drawdown of 10 bases and 60,000 personnel in Europe post-Berlin Wall. Later, as a Professor of Aerospace Studies at Colorado State and Northern Colorado Universities, he led his AFROTC unit to recognition as one of the top programs in the U.S. After 26 years of service, he became the Department Head for AFJROTC at Rockingham County High School in NC which ranked among the top 10 nationwide before his retirement.
